Operations and Processing

The new R3C will be a central hub for handling the city's waste streams: solid waste, recyclables, and yard waste.

• Solid Waste: This material will be consolidated at the R3C and then transported to a landfill.
• Recyclables: These items will be forwarded from the campus to specialized processors.
• Yard Waste: This will be managed through on-site composting or hauled off-site for processing.

Project Status and Timeline

The City has successfully secured a 9.5-acre site along Freel Drive for the R3C, with geotechnical and environmental studies confirming its suitability.

Construction activities for the Resource Recovery and Recycling Campus (R3C) began shortly following the groundbreaking ceremony on April 9, 2026. Most of the onsite excavation has occurred for the stormwater detention ponds, and fill is being placed for the building pad in anticipation of site utility installation and building foundation work beginning in mid- to late May.

Several contractors involved in critical path components of the project indicate that delivery times for these items will be on time or ahead of schedule. After reviewing sample colors, City staff has approved some slight alterations to the exterior color and accents to the main transfer building.

A conceptual design and financial model have been completed. We are targeting an opening date of July 2027.
