Stage 1 (May 19, 2025 start date)
The first stage of the project will begin May 19, 2025 and will fully close Hyland Avenue from Ontario Street to 1015 Hyland Avenue (just north of the Unitarian Universalist Fellowship church). This stage will include pavement replacement, utility improvements, and construction of a new shared use path along the west side of Hyland Avenue. Pammel Drive will remain open during Stage 1 but will be closed during Stages 2 and 3. This stage is expected to be completed in approximately 5-7 weeks, weather dependent.
Stage 1 Detour
Stage 1 of this project will close both motorist and cyclist access on Hyland Ave from Ontario Street to 1015 Hyland Ave. Please note the Stage 1 Detour below utilizing Lincoln Way, 13th Street and Grand Ave.

Bicycle Detour
The sidewalk and bike lanes of Hyland Ave between Ontario St and Oakland Street will be closed of the length of the project. The recommended detour for Cyclists would be using Ontario St, North Dakota and Lincoln way to avoid the closure area on Hyland Ave.

Next Project Actions
Stage 2 will reopen Hyland Avenue to through traffic. A temporary traffic signal will be used to control alternating northbound and southbound traffic in the northbound lane. This stage will extend from 1015 Hyland Avenue to the south side of Pammel Drive and will include pavement replacement, utility improvements, and continued construction of the shared use path on the west side of Hyland Avenue. Only the west side of the roadway will be reconstructed during this stage. Anticipated duration is 5 weeks, weather dependent.
Stage 3 will shift alternating traffic control to the southbound lane of Hyland Avenue, covering the same limits as Stage 2. This stage will include pavement replacement and utility improvements on the east side of the roadway.
Stage 4 will complete the shared use path along the west side of Hyland Avenue and construct the transition area at the intersection of Hyland Avenue and Oakland Street, where the on-street bike lanes will shift to the new shared use path.
Hyland Rehabilitation
Hyland Avenue from Oakland Street to Lincoln Way will undergo rehabilitation improvements. This will include full-depth PCC patching of deteriorated sections, as well as crack cleaning and sealing. See the patching locations below. Adjacent residents with access restrictions will receive notifications prior to the start of this work.
