Consolidated Plans
The Consolidated Plan (also know as the Strategic Plan) is the document that is submitted to HUD that serves as the planning document (comprehensive housing affordability strategy and community development plan) of the jurisdiction for funding under any of the Community Planning and Development formula grant programs: Community Development Block Grant (CDBG), HOME Investment Partnerships Program, Emergency Solutions Grant (ESG) and Housing Opportunities for Persons with AIDS (HOPWA) Program. The Strategic Plan establishes goals to identify, prioritize, and address the general needs of low and moderate-income persons for housing, jobs, and services for a three (3) or five (5)-year period (the City of Ames submits a plan every five years). The goals of the Plan are carried out through Annual Action Plans, which provide a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan. Grantees report on accomplishments and progress toward Consolidated Plan goals in the Consolidated Annual Performance and Evaluation Report (CAPER).
