| In order to obtain federal grant
money for the construction of the City of Ames Water Pollution Control
Facility, the City was required to comply with federal regulations (Section
204(b) of the Clean Water Act and 40 CFR 35.2140) which required the City to
adopt a sewer use ordinance. The ordinance included a surcharge system to
recover the actual cost of treating wastewater that is higher in strength
than normal domestic wastewater. The strength of wastewater is determined
by the concentrations of CBOD5, COD, TSS, NH3, and TKN.
The City of Ames has had a surcharge system in the city sewer use ordinance since 1985. The surcharge system currently in use was developed in 1999. Although the surcharge program is
separate from the pretreatment program, sample sets are used whenever
possible to fulfill the requirements of both programs. |
