| The City of Ames received a
National Pollution Discharge Elimination System (NPDES) discharge
permit for the municipal wastewater treatment facility in
January 1983. This permit was issued by the Iowa Department of
Environmental Quality (now the Iowa Department of Natural Resources
(IDNR)) under procedures established by the U.S. Environmental
Protection Agency (U.S. EPA) to implement provisions of the
Federal Water Pollution
Control Act Amendments of 1972 (Public Law 92-500). The
NPDES permit included a requirement for the City of Ames to
establish and implement an industrial waste pretreatment program
(IWPP) by July 1, 1983 in accordance with applicable provisions of
the Clean Water Act of 1977. Regulations concerning the NPDES
permitting procedures are found in the
Code of Federal Regulations
(CFR) 40CFR Part 122. All communities with wastewater treatment facilities designed for or receiving more than five million gallons per day of wastewater flow must implement a non-domestic waste pretreatment program consistent with the federal requirements. The City of Ames complied with the requirement and in 1983 established an IWPP. The City of Ames continues to administer the pretreatment program. However, requirements for the pretreatment program have been modified by subsequent legislation or rules. The City of Ames regularly updates its program to meet the current requirements. Chapter 28 of the Ames Municipal Code gives the City of Ames the legal authority to administer and enforce the IWPP.
