Costs  
Annual costs to the City to implement and administer the pretreatment program are approximately $20,000.  These costs will continue to increase with increasing regulation.  The City continues to investigate potential contributors which may need to be placed in the pretreatment program.  Each significant industrial user is inspected at least annually, and non-significant industrial users are inspected once every two years by city staff.  Verification monitoring is performed at least two times per year.  Follow-up action to ensure compliance with pretreatment program requirements is taken when necessary.

Revenues

 
Pretreatment program costs which can be directly attributed to non-domestic contributors are billed back to the contributors.

Contributors are billed in January and July for costs incurred by the City on their behalf during the previous six months.  Costs can include, but are not limited to, labor, equipment, sampling and monitoring equipment and materials, inspections, analyses, etc.  Costs to each contributor will vary depending on the sampling, analyses, and inspection effort required to complete program requirements for their facility.
