In 1983, the U.S. EPA provided a list of potential industrial discharges based on a 1980 computer search of applicable Standard Industrial Classification (SIC) codes in Dun and Bradstreet.  City staff then identified an additional seven potential discharges (mostly governmental, medical, or institutional facilities) for consideration.  Nine facilities, either out of business or not connected to the municipal sewer system, were eliminated from further investigation.  The remaining 24 facilities were contacted and asked to complete and return an industrial waste information questionnaire.

The returned surveys were reviewed to determine if additional information or monitoring was required.  Several facilities were sampled or requested to provide supplemental information.  At the end of the initial survey, three facilities were permitted as significant contributors; eight facilities were permitted as minor contributors; and 13 facilities were exempted from further pretreatment program investigation.

Updating of Initial Survey

To update the list of non-domestic contributors, questionnaires are sent to “potential non-domestic contributors.”  “Potential non-domestic contributors” are identified by reviewing the activities of existing or new facilities in the City.  Pretreatment program coordinators become aware of the potential non-domestic contributors through contacts from other city departments (Inspections, Electric, maintenance staff, etc.), investigations of plugged sewer lines, citizen questions and/or complaints, contacts from the Chamber of Commerce, review of the local newspaper business sections, and review of the local telephone book Yellow Pages.  Completed and returned questionnaires from potential non-domestic contributors are reviewed, and the facilities may be inspected and/or monitored to determine if the facilities should be included in the pretreatment program.

Contributors that cease to produce non-domestic wastewaters must notify the City in writing with a request to terminate their discharge permit.
