Ames/Story County Partnership (ASCP) Background

 The ASCP group was created out as outgrowth of a 1998 Ames/Story County Housing Needs Assessment Study (funded by the City of Ames and Story County).  The Study suggested a housing program need to be created to address the specific needs of Story County and its communities based on the following three housing markets at work: 

  1. High-demand urban market;
  2. Prosperous small town market; and
  3. Rural market 

The study indicated that each market held to key to the solution of the problems of other markets.  Therefore, a regional approach is needed, through which housing investment crosses jurisdictional lines.  A regional approach can effectively accomplish regional and local goals by pooling resources beyond the capabilities of any one community.  The delivery mechanism would be in the form of a Regional Consortium, consisting of Cities and Counties, Employers and Lenders.  Story County and each of the fourteen cites in Story County was asked if they would be interested in creating this type of a partnership. Of the fourteen cities, eight (8) cities and Story County agreed to create the partnership. 

All of the partners agreed to sign a three-year 28-E and commit local match and administrative dollars of approximately $491,000.  These funds were leveraged with a LHAP grant from IDED in the amount of $400,000.  

The amount of local match to be contributed by each partner was based on the percent (%) of housing units projected to be need over the next five to 10 years.  The percents ranged from 1-66%. 

The City of Ames being the largest contributor and the most experienced provides the program administration that was 100% paid by Story County.
